The NGO and private providers, on the other hand, would be forced to generate and experiment with innovative ways of service delivery to ensure they are not left out in the bidding process. It is also through such a bidding process that pricing — delineated into costs and profits — is revealed. For example, it was noted in 2000 that a meal provided by the meals-on-wheels standard home-help team costs around US$11, while an ordinary three-course lunch on the street costs half that amount or less.

In 2001, there were 10 CGATs serving about 16,500 patients a year, and 9 PGTs serving about 42,000 patients a year. Of patients served by CNS, 55 per cent were aged 65 and over. Services commonly rendered are injections for diabetes, wound cleansing and continence maintenance. There were 415 day hospital beds serving 93,400 patients in 1998, with an equivalent of 225 patients for each bed, reflecting a grave shortage of such hospital beds. In 1997, it was estimated that about 20 per cent of Hong Kong’s elderly population had at least one form of physical disability and about 50 per cent had at least one chronic illness (Liu and Wong, 1997).

With increased awareness of the need to treat age-related ailments, there is a rising demand for public services for conditions for which it was once thought shameful to ask for help outside the family. These include dementia, depression and suicidal tendencies. On top of physical ailments, other conditions can bring multiple problems, including behavioral or personality changes and inter-personal conflicts. For all these to be treated properly, many services have to be provided in LTC settings.
