More recently, however, discussions of the spatial distribution of such activities across the international division of labour have suggested that factories devoted to different phases of this sequence may continue to coexist at different sites, and that the redistribution of such activities over time can involve downgrading as well as upgrading (Dicken 1998; Kenney et al.

The first two approaches tend to emphasize the importance of relatively settled and self-contained national employment systems and their ‘societal effects’ (Maurice et al. 1986). However, the last two approaches emphasize that national social orders are characterized by internal tensions, conflicts, and change, and are also conditioned by their location in a ‘changing global order’ (Stubbs and Underhill 2000). This section outlines key features of each of these approaches and considers the implications for our understanding of the embeddedness and relative autonomy of Japanese firms, both as national and international actors.

Other commentators place greater emphasis on the effective subordination of lower-tier suppliers to the cost, quality, and delivery imperatives of the dominant firms, with much less emphasis on the need for geographical proximity.
